2 colleges await MA/MSc classes in Hafizabad

HAFIZABAD: Students await the launch of the MA/MSc classes despite the construction of new blocks at Government Degree College for Boys and Government Islamia Degree College for Women three years ago.

The construction of new blocks was started during the PML-Q government for starting MA/MSc classes at the colleges. The blocks were completed three years ago, but the Punjab government neither started the classes nor recruited lecturers to teach Master’s classes despite repeated demands of citizens.

Punjab Education Foundation chairperson Saira Afzal Tarar belongs to the constituency (NA-102), but she did not try to sanction new seats of lecturers and professors for the new classes. Owing to it, a wave of resentment is present among the people of the district as a large number of students are forced to get admissions to Master’s classes in others cities, bearing heavy expenses.

Meanwhile, over 150 students are studying at Government Higher Secondary School for Girls at Kolo Tarar for the last two years, but they are deprived of subject specialists. Owing to the shortage of subject specialists, PTC and EST teachers are teaching to the 1st and 2nd year students. In addition, the new building of Government Higher Secondary School Vanike Tarar was constructed but the 1st and 2nd year classes could not be started due to unavailability of subject specialists. Citizens have demanded Chief Minister Muhammad Shahbaz Sharif order the Education Department officials to start the MA/MSc classes in colleges and appoint subject specialists to the school. The news

Punjab University New Scandal

Lahore, Dec 24: Another scandal has come to the limelight in the Punjab University's Institute of Communication Studies (ICS), in which the director and Faculty of Social and Behavioural Sciences (FSBS) dean are accused of illegally favouring a female ICS employee, who had previously accused both of them of sexual harassment.

According to documented evidence as well as fresh application submitted by ICS Assistant Professor Dr Affira Hamid to the PU vice chancellor with diary number 14815/VC dated 03-12-2010, a copy of which is available with Daily Times, FSBS Dean Dr Mugheesuddin and ICS Director Dr Ahsan Akthar were accused of misuse of authority.

In her application, Dr Affira states, "I draw your kind attention towards continuing of extremely irresponsible attitude of the ICS director, who again prepared a fake certificate, with subject: 'Internship, ref D/1791/ICS dated October 10, 2010,' which was addressed to Farrukh Bashir, PTV Lahore general manager. This fake document was given to Azqa, who is working as an assistant in an FM radio station of ICS and passed her MA in the 2006-08 session. She is no more a student, but in this fake certificate Dr Ahsan has misinformed the PTV Lahore GM that Azqa is a student of MSCS (Replica), Specialisation in the Electronic Media, session 2008-10."

She said Azqa had submitted a written complaint of harassment by Dr Mughees, former director of ICS and now dean of Social and Behavioural Sciences, as well as Dr Ahsan. Later, surprisingly, she was provided a job in an FM radio station.

Dr Affira said, "This fake certificate is an obvious misconduct by the director. All students, faculty members and employees of the ICS know well that Azqa is working with a radio station and is not a student, as Dr Ahsan had misinformed PTV authorities, who are already reluctant to accommodate our students for internships. It will create problems to accommodate our students in PTV."

She wrote that this illegal action taken by Dr Ahsan, who has already been punished in a sexual harassment case and facing another inquiry on charges of illegal action, showed permanency in his negative, irresponsible and illegal attitude.

She has requested the vice chancellor to expedite action on her previous complaint for restoring the image of the ICS and the Punjab University.

Dr Affira has also attached with her application, the fake document addressed to the GM of PTV Lahore as well as the copy of the application of sexual harassment submitted by Azqa to the VC.

It may be noted that a PU inquiry officer has already held Dr Mughees and Dr Ahsan responsible for changing a result sheet and passing four failed students by affixing fake signatures of an external examiner, making an illegal committee for MPhil admissions and passing two failed MPhil students, who are also junior lecturers in the ICS. On the recommendations of the inquiry officer, and PU Syndicate, the VC has also served show-cause notices on both the teachers under the Punjab Employees Efficiency and Discipline and Accountability Act (PEEDA) 2006. However, some influential personalities and a Jamaat-e-Islami-backed teachers group was trying to rescue them. Daily times

PEF to set up committees to end corporal punishment

LAHORE - The Punjab Education Foundation (PEF) has planned to set up “School Committees” under its comprehensive “Redressal Mechanism of Corporal Punishment” in partner schools for providing conducive and child-friendly atmosphere in the schools.
Under this project, 7-member School Committees will be constituted comprising of teachers, Vice Principal, student representatives, two parents and one notable of the area. These committees will look after issues pertaining to corporal punishment in schools. This was disclosed by Chairman Punjab Education Foundation Raja Muhammad Anwar while addressing the concluding session of one-day training workshop on “School Committees on Redressal System of Corporal Punishment” at a local hotel on Tuesday.
The workshop was organised by the Punjab Education Foundation in collaboration with Plan Pakistan. Representatives of partner schools, PEF and Plan Pakistan also attended the workshop.
Addressing the function, Raja Anwar said corporal punishment was tantamount to degrade human dignity which should be strictly noticed by the civil society and the media should sensitise the people at large about the dissident effects of this inhuman act by some teachers on the budding students. He told Child Rights Cell has been set-up in the PEF head office and focal persons have been appointed in Lahore, Rawalpindi and Multan offices, as well. Helpline has also been set up to provide prompt advice and relief to the affectees, he added.
He hoped that school committees would act as pivotal platform for eradicating this practice from schools and hoped that it would also help to achieve the goals of International Convention on the Rights of the Child.Nation

IT labs complete first year

LAHORE:THE IT labs established in all high schools of Punjab completed first year of successful operation this month without any major mishap and the ownership was so strong that labs remained functional even during severe floods in August 2010.

“The ownership of the computer labs in high schools has been so strong among the students and the teachers that they ensured the operations of the computers at full efficiency” said Jodut Ayaz who looked after the establishment of computer labs in Punjab. He said during the floods the headmasters of the affected schools took extra pain to take the equipment out before water entered their schools.

He said by establishing computer labs in 4,286 high schools of the province the government had ensured quality internet access to all of them. The internet facility is now available throughout the province, he said, adding that Punjab government had devised a strategy to use these computer labs after school hours for community services which had became operative in some districts. He said as a first step the application forms for the posts advertised by Punjab Public Service Commission could now be downloaded at any of these schools. This, he added, would spare candidates to come all the way to Lahore to obtain forms from the commission’s office. He said the applications could even be sent electronically from all corners of Punjab where electronic filing was allowed. Punjab has also emerged as the most compliant province in the country as far as intellectual property rights are concerned. He said all the software being used in the 4286 schools having 15 computer terminals each were licensed. “Our children are not using pirated software,” he said.

With the successful implementation of IT school project, Punjab has added 3.4 million internet users in one go that has considerably improved Pakistan’s IT user rating. He said the IT infrastructure in Punjab had been spread in each corner of the province after establishment of IT schools.Experts say that introduction of computer labs in the government schools will have a contagious impact. It would force the low end private schools to establish at least similar if not superior computer labs. The Punjab government might even make it mandatory in next few years for the registered private schools to have computer labs. The introduction of computer knowledge among the children will increase the internet use in the country and expose the unexplored talent of millions that have remained deprived of this modern technology. This project has been successful due to the key factor that the Punjab government was determined to provide maximum number of computers at a minimum cost. Through this IT Labs Project the Punjab government will not only save nearly Rs 1.8 billion in up-front and Rs.10m per month in ongoing costs which translates into more than 360 million over the project life of three years. The cost would be saved on energy consumption that 64290 desktop PCs would have consumed. The news
