 1.         RULES FOR EQUATING QUALIFICATIONS AND MARKS 

1.1       EQUIVALENCE OF QUALIFICATIONS

1.1.1    General

The major principle for equivalence of qualification is to identify the relevant stage in Pak. System by considering the number of schooling years and subjects of a foreign system, if the system does not match with the Pakistani model.

1.1.2        British System

A)                GCE ‘O’ Level, GCSE, IGCSE and Equivalent:

GCE ‘O’ Level is considered equivalent to Secondary School Certificate (SSC) subject to meeting the requirement of Scheme of Studies as under:

i)                   PakistanBased Examinations:  Eight subjects including Compulsory English, Mathematics, Urdu,Islamiyat,PakistanStudies and three electives.

ii)                  Overseas Based Examinations:  Five subjects including English, Mathematics and three electives.

To qualify for Science Group it is necessary to pass Physics, Chemistry, Mathematics and Biology/Computer Science. Rest will be placed in General/Arts/Humanities Group.

B)                 GCE ‘A’ Level and Equivalent:

GCE ‘O’ and ‘A’ level are considered equivalent to Higher Secondary School Certificate (HSSC/Intermediate) subject to meeting the specified requirement for various stream/groups as under:

i)                    Pre-Medical Group:  Eight/five ‘O’ level subjects (including English, Mathematics, Physics, Chemistry, and Biology) and three ‘A’ levels (Physics, Chemistry and Biology) with minimum E Grade.

ii)                  Pre-Engineering Group:  Eight/five ‘O’ level subjects (including English, Physics, Chemistry, Mathematics Biology/Computer Studies) and three ‘A’ level subjects (Physics, Chemistry and Mathematics) with minimum E Grade.

iii)                General Science Group: Eight/five ‘O’ level subjects with three ‘A’ level subjects

iv)                Humanities Group:  Eight/five ‘O’ level subjects including English and Mathematics with three ‘A’ level subjects.

a-                  All Pakistani nationals appearing for examinations fromPakistanshall have to pass Urdu,Islamiyat,PakistanStudies and Mathematics along with other required subjects to qualify for equivalence.

 

  1. If a Pakistani/dual national candidate studies and appears for examination from abroad, Urdu, Islamiyat and Pakistan Studies will not be considered compulsory requirements.

 

1.1.3        American System

i)     Equivalence with SSC:   Grade 9 and 10 from Accredited institutions with required number of credits.

ii)   Equivalence with HSSC: Grade 11 and 12 from Accredited institutions having Diploma with required number of credits.

1.1.4    Other Countries

i)    Equivalence with SSC passing of Grade 10 (10 years of schooling) from recognized examination Board or accredited institution.

ii)    Equivalence with HSSC:  passing of Grade 12 (12 years of schooling) from recognized Board or accredited institution.

1.2       CONVERSION OF GRADES/MARKS

1.2.1    General

i)                    For conversion into SSC equivalent marks five subjects at Secondary level or equivalent (10 years of schooling) including English, three electives (Physics, Chemistry, mathematics/Biology) and one overall best. (Being reviewed may be revised at any time)

ii)                  For conversion into HSSC equivalent marks five subjects at HSSC level or equivalent. (12 years of schooling including English, three electives (Physics, Chemistry, Biology/Mathematics) and one overall best. (Being reviewed may be revised at any time)

 

 

British System

 

  1. A.                 GCE ‘O’ Level , GCSE, IGCSE and Equivalent:

i)                    For conversion into SSC equivalent marks (grades of all the eight/ five subjects will be calculated for conversion into Pakistani marks.

ii)                  To qualify for Science Group Physics, Chemistry Mathematics and Biology/Computer Science are pre-requisite.

 

  1. B.                 GCE ‘A’ Level/HSSC or equivalent:

For conversion into HSSC equivalent marks:

i)                    Pre-Medical:  Eight/Five subjects of ‘O’ Level including English, Physics, Chemistry, Mathematics and Biology/Computer Studies plus three subjects of ‘A’ level i.e. Physics, Chemistry and Biology.

ii)                  Pre-Engineering:  Eight/Five subjects of ‘O’ level including English, Physics, Chemistry, Mathematics and Biology/Computer Studies plus three subjects of ‘A’ level i.e. Physics, Chemistry and Mathematics.

iii)                Humanities/General Group:  Eight/Five subjects of ‘O’ level including English plus three subjects of GCE ‘A’ level.

 

1.2.2        American System

i)    SSC:   TwoYearsHigh Schoolcourse (Grade-9 & 10) five academic subjects from Grade-9 and

five academic subjects from Grade-10, i.e. English, three elective subjects and one overall best academic subject.

ii)   HSSC: Completion of four years High School diploma and five academic subjects including English, three elective subject and one overall best academic subject at Grade 11 and      12 (excluding P. E. Drama, Music, Dance, etc. and study skills courses). (Grouping is subjected to qualifying required subjects as above.

1.2.3        Canadian System

a.  The certificates and grades awarded by overseas accredited Examination Boards / Authority / Syndicate shall be equated as per approved formula of IBCC. The certificates and grades awarded by the institutions shall be first equated as per above formula and then subjected to further deduction of 10% marks (being internal evaluation). The actual marks from any foreign Examination Board / Authority / Institution will not be considered as such but treated as per formula of the IBCC for conversion.

 

b.  Any action/admission on the basis of provisional certificate will be at the risk and cost of the candidate.

 

c.   The IBCC reserves the right to withdraw and / or change / correct its certificates.

 

d.  Afghan qualification holders will be subjected to verification from issuing authority before issuance of Equivalence Certificate.

 

e.  Non-Muslim Pakistanis will pass Ethics in lieu of Islamiyat.

 

f. Students of American type schools located inPakistan shall have to complete the criteria laid down for LPS and AES*

 

g.  No certificate shall be issued to candidates having incomplete number of required subjects/credits.

 

h.  Appeal  against  these  regulations first lies  before the Chairman,  IBCC and then the  second before  the  Secretary,  Ministry  of  Education being the Controlling  authority  of  the  IBCC.  After having availed of remedies in the form of two appeals, if anyone still feels aggrieved, he may seek remedy, if any through court.

 

*LPS : stands for Local Private Schools following American System of Education, AES: American Embassy Schools inPakistan.

 

1.3

METHODS FOR DETERMINING EQUIVALENCE OF FOREIGN QUALIFICATION

 

 

When an applicant approaches the IBCC Office for the determination of the equivalence of his/her foreign qualification the prescribed proforma/questionnaire is required to be filled by him/her. Through this questionnaire information about the following points is obtained:

 

(i)                 Accreditation/recognition status of institution:

The applicant is required to furnish information or documentary proof of the accreditation/recognition status of the institution from where he/she has passed the examination. If the Certificate/Diploma awarding body is the board or University then it is to be proved that it is authorised by Government of the country concerned to conduct examinations and issue Certificate/diplomas.

 

(ii)               Duration of the courses of study:

While determining the equivalence of the Certificate/Diploma it is kept in mind as to what is the duration of the course of study leading to the earning of the particular Certificate/Diploma. The duration of the foreign Certificate/Diploma should not be in any case less than the duration of the similar certificate or diploma inPakistan. It may be more.

(iii)             The intensity of the course:

Alongwith the duration of the course of study, the number of days of study in a year and of hour of study in a day are also considered.

 

(iv)             Course contents:

When new cases of equivalence are determined the syllabus and course contents are also to be compared with the syllabus and course contents of the similar Certificate/diploma inPakistan.

 

(v)               Reference to the Ministries of Education and Embassies of the Foreign Countries:

In some cases the IBCC office seeks information or guidance from either the embassies of concerned countries inPakistanor from the Ministries of Education of those countries through our embassies there.

 

(vi)             Translation of the original Certificate:

In many cases of foreign Certificate/Diplomas are in the national languages of those countries. In this case we get the Certificate/Diploma translated in English or in Urdu by National Institute of Modern Language inIslamabad.

 

(vii)           Consultation of subject experts:

In some cases the advice of the subject experts or experts of the specialised area is sought. Cases are also sent to the Technical Boards for their views.

 

(viii)         Consultation of the British Council Guide to International Qualifications:

In some cases we also consult the British Council Guide to International Qualifications of various countries, which is very useful.

GENERAL INSTRUCTIONS

 

1.         Applicants are required to submit ONLINE  Application Forms by the closing date which is 12-03-2012. Candidates should fill the ON-LINE Form carefully for which detailed Guidelines and Instructions have been given on            Punjab Public Service Commission's website: www.ppsc.gop.pk.

 

2.         Original Treasury receipt of Rs.400/- for Sr. No.31 to 34  and       Rs.700/- for Sr.No.35 under head: “C02101- ORGANIZATIONS OF STATE-EXAMINATION FEE REALIZED BY THE PUNJAB PUBLIC SERVICE COMMISION”, will be deposited in any branch of State Bank            of Pakistan or National Bank of Pakistan or Government Treasury and receipt number will be mentioned in the Online application form. Original receipt will be produced at the time of written examination, without which candidates will not be allowed to appear in the Examination. Original receipt will be retained by PPSC staff, for record purposes.

 

3.         HARD COPY of ON-LINE Application Form is not needed.

 

4.         Correspondence with candidates will be done through e-    mail. Candidates are advised to mention their e-mail addresses in the ON-LINE Application Form. Those who do not have e-mail addresses are advised to create e-mail account immediately.

 

5.         In case a large number of applications are received, one    paper MCQ type written test of 100 marks relating to prescribed qualification and job description of the post will be conducted to shortlist the candidates. (For Sr. No.31, 32 & 33)

 

6.         Details of Final date sheet of written examination/venue of  examination and roll numbers will be given on PPSC             website from where candidates can download their roll numbers, and information about date, time and venues. No candidate will be informed about the date of Written Examination/Interview individually. The candidates should remain in touch with the Punjab Public Service Commission Office or visit the Commission's Website            www.ppsc.gop.pk for further information.

 

7.         The number of posts may be increased or decreased at any stage by the Competent Authority.

e)         LLB Degree / Post Graduate Degree in Law/Bar-at-Law/Detailed Marks of relevant certificates.

f)          Domicile certificate of relevant district of Province of Punjab issued on or before the closing date.

g)         In case of Government Servant, Departmental Permission Certificate (available on PPSC website) duly signed/stamped by the competent authority of concerned Department.

h)         Experience Certificate (Specimen available on web site) issued from competent authority.

i)          Original valid C.N.I.C.

j)          Disability certificate, if “Yes” in Column 20 of Online Application Form has been ticked.

k)         Passport size photograph.

l)          Valid registration certificate with Pakistan Veterinary Medical Council.

m)        Valid registration certificate with Pakistan Council of Architects and Town Planners.

n)         Punjab Bar Council’s upto date/valid registration   certificate showing  the date of enrolment.

ANNOUNCEMENT OF CHINESE GOVERNMENT SCHOLARSHIP FOR

NANJING   AGRICULTURAL UNIVERSITY

 

 

Nanjing Agricultural University (NAU) is recruiting 15 international students, including 5 for Sino-American Youth Communication Scholarship Program, who wish to enroll into any postgraduate program at NAU commencing in the academic year of 2012/2013. The successful applicants will be offered the Chinese Government Full Scholarships covering the duration of their postgraduate program.

 

 

1. Duration of Scholarships

For Master programs:  2-3 academic years

For Doctoral programs: 3-4 academic years

2. Eligibility

 1) Applicants for a Master progam must hold a Bachelor’s Degree and be under the age of 35.

2) Applicants for a Doctoral progam must hold a Master’s Degree and be under the age of 40.

  3) Applicants should be proficient in English, as the courses and thesis will be done in English. 

 

3. Details of the Scholarship

 

Waiver of registration fees, tuition fees, fees for laboratory experiment, fees for internship, and charges for basic learning materials and accommodation on campus.

Living allowance:

For Master candidates: RMB 1,700 Yuan per month 

For Doctor candidates: RMB 2,000 Yuan per month 

One-off settlement subsidy:  RMB 1,500 Yuan upon arrival in China.

Fees for outpatient medical service, Comprehensive Medical Insurance and Benefit Plan for International Students in China;

 

Note:  International airfares and domestic travel expenses are borne by students themselves.

 

4. Application Materials

 

The applicants must fill in and provide the following materials truly and correctly (in duplicate).

1) Application Form for Chinese Government Scholarship (printed by CSC), completed in Chinese or in English. It can be downloaded from the attachment of this document.

2)Highest diploma (  notarized photocopy) . If applicants are university students or already  employed, they shall also provide studying certificates or employment documents. Documents in languages other than Chinese or English must be attached with notarized translations in Chinese or English.

3)Notarized transcripts of studies. Transcripts in languages other than Chinese or English must   be attached with notarized translations in Chinese or English.

4)A study or research plan (at least 800 words) in Chinese or in English.

5) Two letters of recommendation in Chinese or English by professors or associate professors.

6)Photocopy of Foreigner Physical Examination Form (printed by Chinese quarantine authority and only for those whose period of studies in China exceeds six months) filled in English. The medical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital or a sealed photograph of the applicants are invalid. The medical examination results are valid for 6 months. All applicants are kindly requested to take this factor into consideration while determining the time to take medical examination.

7)A Letter From Employer .

 

Application materials will not be returned regardless of the result of application.

 

5. Application deadline

The above materials should reach Nanjing Agricultural University by March 30th 2012. Letters of Admission will be mailed out to the successful applicants before July 30th 2012. The enrolment time will be between September 1st -5th 2012.

UK-Pakistan Coal Conference (UKPKCC) 2012 Tuesday 3 – Thursday 5 July 2012

he conference is focused on key aspects of Pakistani coal utilisation including-combustion, power generation, coal mining and gasification.

Pakistan has a major shortage in power availability and that has an effect on economic and social development. Currently less than 1% of electricity is generated from coal in Pakistan and the Government has an aim to develop the 175 billion tonnes of coal that remains unexploited in Thar (Sindh) Pakistan. The Higher Education Commission, Pakistan and British Council in Pakistan are encouraging collaborative activity to improve knowledge within the relevant parties in Pakistan. This conference is focussed on connecting relevant people in Pakistan with experience in the UK (and beyond) in developing a modern coal and power generation industry in Pakistan.

VIRTUAL UNIVERSITY CYBERIAN LOGO COMPETITION

CYBERIAN LOGO COMPETITION

 

Dear Cyberians,

 

Show your power, vigor and energy and design a creative logo that will become the identity of ‘Cyberians’. This logo will carry your identity in sports, alumni and other events and will make your mark.

 

For the above VU has organized a ‘Logo Competition’ to bring your creativity in the limelight. VU will select three best Logos and award winners with cash prizes. All VU students are invited to submit their proposed Logos latest by March 31, 2012 on VULMS.

 

 

 

Guidelines for Logo Competition

Eligibility

All VU students and alumni are eligible to participate in this logo competition.

 

Rules & Regulations

The rules and regulations are designed to ensure that the judges, organizers and participants understand what constitutes a valid entry, when entries will be received and how they will be judged.

 

Criteria

A panel of judges appointed by VU will judge all entries submitted by the students. The decision of the judges will be final. The Judges will consider the following criteria when reviewing submissions.  The decision of the panel will be final.

 

  • Visual design aesthetics and overall look and feel.
  • Information design demonstrated understanding of audience demographics their needs and how well the logo communicates the name, “Cyberian“.
  • A logo must be an actual image, small in size and simple.
  • The logo must be able to be used in one color or many colors.
  • The logo must be easy to read.
  • Suitability: Logo will be used as an integral component of VU different mediums like Visiting Cards, Web, TV, Painted Banners, Letter heads etc.

 

  • The logo must be scalable.
  • Each entry must have a written description not exceeding 150 words of a philosophical rationale for the design and applicability of the logo.
  • Judges and competition organizers will not enter into a discussion with entrants regarding their submission prior to or after the close of the competition.
  • Entries become the property of VU for use in any way VU deems necessary. Entry materials will not be returned.
  • Creators must warrant that their works are not in violation of Pakistan and International copyright laws.
  • All entries must be completely original work. Plagiarism will be strictly dealt with.
  • All entries must have a title, designer(s) names and contact information including e-mail addresses.

Submission of Entries

  • Logo Text must be “Cyberian
  • Preferable proportional ratio (approx.)= 9.5 (W) : 1 (H)
  • Font used, should not be excessively stretched or distorted. The name of font must be mentioned.
  • Logo should be designed in such a way that it can be easily used in different mediums like Visiting Cards, Web, TV, Painted Banners, Letter heads etc.

Logo must be submitted in following formats: (jpg or gif) with image source (png or psd files).

  • Students must submit the logo electronically on VULMS.
