Classes out: Punjab University teachers to continue boycott

LAHORE: Participants at the general body meeting of the Punjab University Academic Staff Association (ASA), held at the Chemical Engineering Department on Monday, said four out of five faculty members opposed boycotting classes but the ASA still decided to go ahead with its strike.

Teachers said that ASA is putting the academic future of 33,000 students at risk by continuing the boycott. Some said that it was surprising that the ASA was promoting the culture of boycott.

ASA had called a general body meeting in the wake of protests that followed the murder of PU student and Islami Jamiat Taliba (IJT) activist Awais Aqeel on May 13.

A faculty member, who spoke on the condition of anonymity, toldThe Express Tribune that an ASA office bearer announced that there would be no speeches and the boycott of the classes would continue till the next meeting. The faculty member said that former ASA president Dr Maher Saeed Akhtar, Ghalib Ata of Institute of Administrative Sciences, Political Sciences Department’s Shabbir Ahmad Khan, Hailey College of Commerce’s Syed Muhammad Nadeem and Additional Registrar Dr Aurangzeb Alamgir were allowed to speak after many faculty members voiced their disagreement. Four of them said that a case should be registered against the IJT activists who had manhandled teachers and they be arrested. Many faculty members advised that the boycott should be discontinued. The ASA, however, announced a boycott till Thursday, the faculty member added.

Another political science teacher said, “One of the speakers said that the university had become a battlefield between Jamaat-i-Islami (JI) and Pakistan Muslim League Nawaz (PML-N). He advised teachers to shun politics and demand the arrest of those who murdered Awais Aqeel.”

Former ASA president Mahar Saeed Akhtar told The Express Tribune, “There were some 250 teachers present at the meeting. Majority of them did not agree with the boycott, however, no voting took place. It seemed as if university administration is using ASA for its own interest. It was ASA’s call to boycott but the university administration itself closed the university gates. This is unfair to the 33,000 students as Ramazan is approaching and the syllabus needs to be completed in time.”

Akhtar said a judicial inquiry should be ordered to ascertain who had manhandled the teachers. “The varsity has already slipped to the fifth position in the rankings of the Higher Education Commission (HEC). Boycotts will further damage the university’s reputation.” Akhtar said he believed that Vice Chancellor (VC) Dr Mujahid Kamran should not have gone to the UK at this point.

IJT also protested at the Campus Bridge on Monday evening and condemned the boycott. IJT spokesperson Malik Arif Hussain said the politicking by some faculty members was damaging the university’s reputation. “Just 60 teachers attended the ASA’s rally.

This shows that teachers have no trust in the VC and the administration,” he said.

A student at the Institute of Education Research (IER) said the teachers’ boycott will mean students will not be able to complete their syllabus in time. “We did not have classes last week and this week will be much the same. This can be fatal for students.”

ASA General Secretary Professor Javed Sami confirmed that the meeting had decided to boycott classes till Thursday. He said the teachers were unanimous in their resolve to strike, adding that some 400 teachers had attended the meeting. “After the meeting, 400 teachers walked to the Campus Bridge peacefully,” he added.

Asked whether or not he believed that the VC had gone to the UK to avoid the situation, he said, “The VC went according to his schedule.” He said the ASA strategy would be decided in the next meeting to be held on Thursday.

ASA President Amir Sarwar said the government had formed a three-member committee headed by Law Minister Rana Sanaullah to probe the mishandling of the teachers and the charges that students from outside the university had come to the campus to harass the teachers.

He said other members of the committee included the Lahore Capital City Police Officer and MPA Khwaja Imran Nazir.

He said the boycott was meant to send a message that nobody should misbehave with the teachers.

New Brazilian educational programme opens for Pakistan

Islamabad—Brazil has opened a new educational programme for Pakistani undergraduates, for the first time enabling them to get admission in Brazilian institutions.

Briefing mediamen on the new programme on Tuesday afternoon here, Brazilian ambassador to Pakistan Alfredo Leoni said at present, around 2,700 foreigners are in Brazil taking an undergraduate course at a federal, state or private university, free of charge, through the Programme for First Degree University Students (PEC-G).

He said, now this programme is being offered to Pakistani students, under the Brazil-Pakistan Cultural Agreement. PEC-G offers free educationwithin any field of expertise, as long as it is available at Higher Education Institutions registered with the programme.

This year, the ambassador said 63 Brazilian universities will participate in the programme. The courses more often sought by foreigners through the PEC-G are: medicine, engineering, business administration and international relations. Choice of students for the course must be related to the subjects that were taken in College.

Referring to the requirements of the programme, he said the candidate must be aged between 18 and 25 and have finished secondary education or equivalent to that. Foreign students must cover their studies expenses. Once in Brazil, if they have any difficulty in doing so, they may try to obtainfinancial aid from another programme of the Brazilian government, the Milton Santos Project for Access to Higher Education (PROMISAES). Theprogramme offers a monthly minimum stipend to selected students, from federal institutions participating in PEC-G. This aid, however, is not guaranteed. After graduation, foreign students must return to Pakistan, he said.

The interested candidates must apply at the Brazilian Embassy, until the 29th of June.

The Brazilian Embassy will make a first selection of the candidates and send the list to the Ministry of External Relations, in Brazil for final selectionprocess.

IT promotion programme 2.5 million students getting computer education every year

Minister for Education Punjab, Mian Mujtaba Shuja-ur-Rehman has said that 2.5 million boy and girl students are getting computer education every year in the province through IT promotion programme.

He expressed these views at a quiz programme at Children Library Complex organised by Telenor Pakistan on Saturday.

 

 

He said the process of distribution of 125,000 laptops among talented students under Punjab Chief Minister's Laptops Award was being completed speedily this year and next year the number of laptops would increase to 300,000.

The Minister said the amount of Punjab Educational Endowment Fund which was started initially with an amount of two billion rupees had now been increased to eight billion rupees.

 

 

He said that financial assistance was being provided to 35,000 deserving male and female students for higher education under this fund.

He said the literacy rate of the province had increased to 62 percent due to education-friendly programmes of the Chief Minister Punjab.

 

 

He said the provincial government was working hard to achieve 88 percent literacy rate till 2015, to fulfil the international commitment under millennium development goals.

As many as 262,500 students under the age of 4 to 15 years are getting education under non-formal basic education schools, he added.

Mian Mujtaba Shuja-ur-Rehman said that Punjab Education Foundation (PEF) was providing grant and scholarships to the private educational institutions and students as the private educational institutions were performing a valuable service in the field of education.

 

 

The government was fully aware of its responsibility in developing educational sector by providing the basic education and this was the reason that government had launched primary enrolment campaign to achieve 100 percent literacy rate in the province, he added.

Urdu as medium of communication lauded

URDU is a strong medium of communication at public level and for national contacts. It is the need of the hour that more translations of modern scientific and literary subjects should be made in Urdu, so that the student community can benefit from it.

 

These views were expressed by Chairman Punjab Education Foundation Raja Muhammad Anwar while addressing a seminar on “Importance of National Language in the Development of the Country” held under the aegis of Hamdard Majlis-e-Shoora at Hamdard Centre on Wednesday.

 

Raja Anwar said that Urdu was the important medium of communication of Subcontinent and according to the UNESCO it was the fourth largest language of the world. He said that translations of other languages in Urdu were utmost essential, so that its educational scope could be expanded. He said that through promotion of Urdu language, mutual contacts between federating units and the process of expression could be made more effective. He said that promotion of internet communication at international level would also help in creating awareness among the young generation, residing abroad about Urdu language and literature.

 

Director General of Urdu Science Board Iqbal Nadeem, prominent scholar Dr. Zahoor Ahmed Azhar, Absaar Abdul Ali, Prof. Khalid Mahmood, Prof. Rafique Ahmed and other participants addressed the function and expressed their views about the importance of Urdu language.

 

Meanwhile, the Punjab Education Foundation will issue vouchers to special children for education up to metric level. The special children will get these vouchers under the Education Voucher Scheme which will enable them to study with normal children. This pilot project is being launched from Lahore.

 

This was disclosed by Chairman Punjab Education Foundation Raja Anwar while addressing a seminar held under the aegis of Special Education Department at University of Management & Technology Lahore for setting up a local model of inclusive education, on Wednesday. In his address, Raja Anwar said the inclusive education would give a new confidence to the special children. (The News)

PBCC Decision Regarding Computer Subject in Science Group and Medium of Instruction is Urdu and English

IMPLEMENTATION OF NATIONAL CURRICULA-2006 ACCORDING TO THE NATIONAL SCHEME OF STUDIES AND INTRODUCTION OF NEW TEST BOOKS AT SECONDARY AND HIGHER SECONDARY LEVEL (PBCC SECRETARIAT).

 

The House was informed that meeting of all Chairmen Boards with Chairman, Punjab Text Book Board was held on 7th April, 2012, wherein a Committee was constituted to thrash-out the matter with the direction to Committee for meeting again on 14-04-2012. The findings of the Committee comprising of two schemes of studies having total marks 1100 and 1250 respectively were presented before the House. The House examined critically both the schemes and approved the scheme of studies having marks 1100 with following change:

The scheme of study will be taught in both versions Urdu & English keeping in view the shortage of teaching staff and infrastructure in the institutes especially in English version.

 

The instructions of School Education Department issued time to time will be followed.

  • Evaluation of Practical. In compliance with the Orders of Ombudsman, Punjab  in Complaint No C-1404/04/2011-Adv-II-93/2011 dated 03-08-2011 and the minutes of the PBCC Meeting held on  17-04-2012 at Bahawalpur, it is resolved that There will be one question of Practical (10 Marks each ) in the theory paper of SSC Part-I and Part-II respectively. It is pertinent to mention here that Practical is a key factor in engaging, enthusing and inspiring students.  High quality, appropriate practicals are central to effective learning in science, technical and applied subject/s. Therefore, Separate paper of practical will also be conducted and grades will be awarded on the basis of performance of the candidates as per following criteria.

 

A+ =90% & above,  A=80%,  B=70%,  C=60%,  D=50%,  F=Fail=below 50%

 

These grades will be mentioned on certificates issued by the Board.

 

  • It is the responsibility of the institution to ensure the completion of chapter wise practicals as per curricula and syllabi during the teaching learning process.

 

  • Foreign students may opt GEOGRAHY OF PAKISTAN in lieu of Urdu Compulsory, subject to the approval of relevant Board.
